Roger M. Ervin 
Principal

Roger Ervin is Principal Partner of Rosewood Global Advisors, LLC.  He is the retired President and CEO of Blumont, Inc., an $120 million global engineering and management services firm operating in 20 countries.  As a turnaround situation, Roger was able to engage the US government to resolve serious regulatory challenges, reconstitute a Board of Directors, design and implement a new global market strategy, lead a complete digital transformation and manage a series of critical market challenges throughout his 5 year tenure.  Previously, he served as Senior Vice President for Global Markets at LMI, a $300 million consulting firm operating in 10 countries.  As Wisconsin Secretary of Revenue from 2006-2011, he led one of the most technically advanced tax agencies in the US and oversaw hundreds of audits annually.  He led the agency through a complete digital transformation to a paperless environment and facilitated statewide electronic tax filing. As Principal at the law firm of Foley and Lardner, Roger managed Foley's global consulting services practice which was purchased from a company that he started years earlier.  In addition to serving in the US Foreign Service as a diplomat and Roger held other international positions including Regional Director for the African Development Bank (AfDB).

 

Roger has served also on a variety of Boards of Directors, most recently, Ascendium Education Group, Inc., Wisconsin School of Business Advisory Board, Madison Community Foundation Board and the National Children's Health Education Centers.  As an adjunct professor, he taught graduate and undergraduate courses for 10 years in Strategy and Management in the MBA program at the University of Wisconsin-Madison School of Business and the UW Department of Political Science. He holds an Bachelors degree from Tulane University and an MBA from the University of Wisconsin-Madison.

Anthony J. Carroll, Esq. 

Principal

Anthony Carroll is a lawyer, investor and international affairs consultant in Washington D.C.  He is the founding managing director of Acorus Capital, a private equity fund investing in Africa, a senior consultant  to Manchester Trade and Rosewood Advisors  and Adjunct Professor at Johns Hopkins University School of Advanced International Studies. He began his work in Africa as a Peace Corps volunteer in Botswana from 1976 to 1978 and returned to the agency during the Ronald Reagan and George H.W. Bush administrations as assistant general counsel from 1986 to 1989. In that role, he liaised with Congress and served as legal advisor to Paul Coverdell prior to his ascendency to the U.S. Senate. Since then, Mr. Carroll has advised international organizations including the World Bank, bi-lateral development organizations including the U.S. Agency for International Development, regional economic organizations, business associations, corporations, universities, foundations, and private voluntary organizations on trade, investment, and development.

Mr. Carroll was instrumental in the design and passage of the Africa Growth and Opportunity Act (AGOA), the President’s Emergency Plan for AIDS Relief (PEPFAR) and recently, the Global HOPE Bill.  He has testified on U.S.-Africa economic and political issues before Congress and has served on several advisory boards including the Export-Import Bank, the Overseas Private Investment Corporation, and the Office of the U.S. Trade Representative. For many years. Mr. Carroll was Chairman of the American Bar Association’s Africa Law Committee and served on the Boards of the U.S.-South Africa Business Council and Street Law for many years in addition to founding the ABA’s Foreign Corrupt Practices Task Force, the International Health Law Committee, and the Corporate Council on Africa (CCA). He currently resides on the boards of the Global Community Engagement and Resilience Fund (GCERF), The Woodrow Wilson Center Africa program and Global HOPE (Hematology-Oncology-Pediatric-Excellence).

Mr. Carroll has been published widely on African business, economics, innovation, and development. He is active author and convenor in the Atlantic Council’s Africa program, a former Senior Associate at the Center for Strategic and International Studies (CSIS), and lecturer at the Foreign Services Institute. He also resides on the Board of Visitors and the Board of the International Legal Studies Program at the University of Wisconsin - Madison as well as at the University of Denver’s College of Law. 

Mr. Carroll holds a BA in Economics and a JD degree from the University of Denver as well as an MPA from the University of Wisconsin. He was also an AMAX Graduate Fellow at the Colorado School of Mines and has been admitted to the Colorado and United States Supreme Court bars. He is married to Alison Carroll and they have four children.
